Regulatory Stewardship

Since 2013, New Zealand’s regulatory agencies have had a statutory obligation to carry out stewardship. They been expected adopt whole-of-system, life cycle view of regulation, and take proactive collaborative approach the monitoring care system(s) for which they responsibilities. In 2021, after eight years, not managed operationalise their shared stewardship obligations in coherent consistent manner. This article explores challenges face operationalising stewardship, provides some conceptual clarity that may aid these collaborating develop regulation is envisaged.
